Start by figuring out the kind of ngo you want to set up such as a Society, Trust or Section 8 Company. After that, choose at least three people to be the founding members or trustees of the organization. Prepare key papers such as the Memorandum of Association and bylaws, that set out what the ngo wants to accomplish and how it will be governed. Decide on a name that is different and make sure it is available. The last step is to hand in the application and related documents to the Registrar of Societies or Companies and cover the needed registration costs.
